Bond Oversight Committee

If the proposed bond passes, the Baker School Board would appoint an oversight committee, which would be an independent, citizen-led body tasked with monitoring the planned improvements, progress, schedule and costs of the bond program.

The committee's work would include:

  • Review/participate in the process to select general contractors, architects, vendors and consultants for major projects

  • Review financial statements, project scope, construction documents and bid solicitations to ensure bond funds are spent only on voter-approved projects

  • Regularly inspect school facilities and grounds to ensure bond revenues would be expended appropriately

  • Recommend policies/procedures to enhance accountability of bond funds

  • Communicate about bond progress (annual report to the community and district website)

  • Help inform program decisions made by Superintendent and/or Board (The committee would not have independent authority to obligate district funds for specific uses)

Committee members would work directly with the Superintendent and would have access to reports, construction sites and documents pertinent to their charge. Terms would range from one to two years, but members could choose to remain on the committee through bond completion.
